Did China have a change of heart about the environment?

Chinas air…. according to a New York times report... Is responsible for nearly 1.6 million deaths per year. Have our Chinese comrades seen the light due to our presidents vigilance? Or is there something profitable in this new carbon tax system the president is pushing to the leftist Chinese government? Why such a sudden and drastic change of heart?

With that said I did read the report and I have one question: WTF is a "carbon budget" and is there a penalty if we or China exceed ours?
Secondly, I feel that a lot of this is just posturing on ours and China's parts and I don't think it will effect any real or significant change but that's just my personal opinion. Sure, we here in the US are taking steps to reduce our carbon emissions, but will it really be enough to undo all the damage humanity has caused?
