Where can I find the memo outlining the ACFT requirement for Specialists to attend NCOA schools?

I saw a while ago something about the ACFT be required to attend NCOA schools for specialist. I'm trying find that memo re what ever it was can any one help?

Go to armypubs.army.mil and check the alaracts and army directives. Go to hrc.army.mil to check mil-per messages.

I was tracking and I could be wrong due to COVID and the new PT test not being official yet there wasn’t one
