State Constitutions and their interpretation of Citizen Rights cannot conflict with the United States Constitution. States are able to outline or clarify rights that go further than those in the federal Constitution but cannot limit the Rights of their Citizens below those outlined by federal Supreme Court rulings and historical precedent.
