Do you have to pay a recoupment for failing classes in a semester using tuition assistance from the state?

I received no money from the army last semester and now they want me to pack back a debt that for some reason has collected in my GoArmyEd account. Why is this happening?

What tuition assistance were you using (state and program)?
Did you fail the classes?

If you earn less than a 2.5 GPA in a class or fail to complete the class you will be required to pay back your tuition for the class. Also, if the class fails to report your score in time it will count as an incomplete class and you will be required to pay back the benefits or contact the teacher to make sure your grade is correctly reported.
