It will fail. The VA refuse to realize that the MSA's in the teams are the first ones people in crisis come into contact with and these days they follow a script, the veterans is left with zero hope then they go out into the parking lot and take their lives. The battle for a veterans life is either won or lost with the MSA they come into contact with.
