As prior service Navy now in the Army, do I wear Overseas Service Bars on my ASU if I was deployed twice with the Navy?

More rare cases are always easier to solve if you just contact HRC Awards branch directly. Too much abiguity otherwise. Regulation is great, but is up to interpretation. Go to the authority. Get it in writing.

I wear mine for USAF I got during desert storm. Been promoted 5-6 times so the promotion board didn't seem to care.....

Yes but only if you were in a designated combat zone. Sailing the high seas doesn't count. Did you earn a campaign ribbon?
