If you have a photo you are inviting trouble. Racial bias, gender bias etc all will come into play. If you want to do anything remove the gender of the person and base every promotion on merit of what is written. If that isn't enough, then they don't get promoted. Base on written merit and trust their supervisors who are at ground zero with them everyday to write adequate and promotable efficiency reports.

Did you read the article? The Navy did away with photos to do away with Gender, race etc. They ended up with a navy promotion that was not diverse enough.

LTC David Brown - The Navy is going to get themselves in hot water and probably really quick. Some ignorant people must have thought with the pictures they favored white people and when the pics went away, it looks like the pics helped them favor minorities. Now that the system is working as intended and they are promoting on merit instead of race they are in a pickle. They put the pics back to increase diversity and it becomes a clear message they promote on skin color over merit.

LTC David Brown - Yes I read the article and agree with removing photos or any identifier other than name and rank... I am even ok with doing away with a name and just going with an identifier like Sgt and the last four of your social...that way it will truly be based on merit. You can't claim discrimination and blame not enough diversity if you do away with all identifiers and just go with Efficiency reports. That way you are promoting only your best performers. I don't care what color of their skin they are or what sex they are, I want the best of the best...this promoting on the basis of color or sex or religion or whatever to fill a quota is going to get folks killed and mission halted because we don't necessarily have the best in advanced positions. Skin color or sexual orientation dos not a leader or expert make.
