What is your opinion of an officer base-of-preference program to improve retention & reduce PCS costs? Does PCSing encourage you to separate?

I am studying the pros and cons of implementing a base-of-preference program for officers. Enlisted have this program.
This will be an optional program. You could apply to be stationed in one place longer and/or have better odds of being stationed somewhere you want after being assigned to a less desireable location.

When I was younger and single I didn't mind so much, but now that I'm married and hopefully about to start a family things are different. It took a lot of arm twisting to convince her to come back onto active duty last fall. I need to get in 10 years to retire as an O and she's on board for 3 to 4 moves. Beyond that I might get some resistance, especially once we have school aged kids.

It will be good for some, PCSing obviously didn't encourage me to separate, but there might have been some encouragement from Household 6 to retire after the 8th PCS...
