Deterrence only works when the other guys fear death and destruction. When you talk about jihadis and their failed nations, and their belief that death in battle with an enemy is a good thing, I think that the concept of deterrence has been lost.

To speak on the cyber prospective deterrence only works if we can deliver offensively should our defenses be broken...which they have in the past. We only pose a threat for now should any cyber war escalate I fear we may be out matched.
