Is it better to have a leader who "gets the job done" - regardless of how it gets done - OR - is it better to have a leader with integrity and character, but is less effective?

Integrity and character over pragmatism. Pragmatists are often assholes.

Integrity/character is what will gain the most trust with your team and in the end make your team stronger. Doing whatever it takes to get the job done can lead you down the road of cutting regulation corners and get you in real trouble.
