Who would be able to provide headstone assistance? Young man killed just after signing up for the National Guard.

Looking for some help for a friend here in Oregon. Her son who lived in Louisiana had just joined the National Guard. He had not gone to basic yet. He confronted some drug dealers who were selling to his friends and told them to stop. They came to his house and shot him multiple times in front of his mother. She is trying to get the money for a headstone. The National Guard told her they could give her a plaque.
Does anyone have experience with this sort of thing? Is he eligible for veteran's benefits?

I'd like to see more information on this. Were the guys arrested? charged? I haven't heard this story.

The murder occurred in 2011 the suspects were arrested and tried. The trail ended in a hung jury and mistrial. I have received slightly different version of the story through other friends.
