Why has DOD failed to post Summary reports from the Postsecondary Education Complaint System (PECS) for FY 2016, FY 2017, FY 2018, FY 2019?

Is it to avoid a "witch hunt" of subprime colleges that prey upon servicemembers, veterans, and their families?
