The destination country has the right to recognize or not recognize diplomatic passports. In one of my billets, I traveled on a diplomatic passport. I still had to get my passport endorsed at the destination country's consulate or embassy. I was once diverted to Jeddah, Saudi Arabia due to mechanical problems. I didn't have an endorsement for Saudi Arabia so i had to sit in the airport for almost 2 days before I could catch a flight to my original destination.
So, it doesn't matter if they receive diplomatic passports. Any nation can say "nope.'
