I would suspect as part of our support to the Local Community. I don't shop at the Commissary being the closest ones are miles away but if they are anything like the ones at most places they are Very Young, Very Old or Mentally Challenged and I appreciate the Service they Provide.

Now that I live near a base it is not so important. But, we we live 43 miles away, when we visited the commissary, the baggers earned their tip and I was very happy to have the help with the large number of bags we bought.

Also the commissary does serve the military retired community some of whom are no longer able to get around too well anymore.

I just ask them to put my stuff in my cart, and leave a modest tip. I personally don't need a bagger, but there's a lot of retirees on military installations that need help with their things and I think its good for the community.

I have no idea who does it now but in my day most of them were either retired enlisted or children of enlisted.
