Hello all, sorry to respond on this discussion but it appears to have the most responses. Update: As suggested by NGAUS member leading the way to change this process I submitted a letter to my Congressman. They have already contacted me and are looking for the current status of this issue. They will first see if anything has been brought to the Army, if not they will be looking into what the issue may be. They have sent off inquiries to DOD, Senate Arms Committee, and maybe a couple other offices. That's just what was told to me. Once they have a response they will contact me with an update. They asked if I wanted my packet looked into and I elected not to have them go into that. As my career is fast approaching a close I have decided to be voice for change of the entire process rather than be self serving. Right now we are at 267 days at the same office with no movement since I first saw it in September. Good luck, be safe

Hey folks. So, I've written my own letter to my Senate and House representatives. It is way too long and needs some tweaking, but I am posting it below in case it is helpful as a template for anyone else interested in contacting your state reps:

Dear Sir or Ma’am,

I am writing you today to respectfully ask that you and your colleagues in Congress take up legislation and/or investigation to mend the broken process of officer promotions for Army National Guard soldiers. As it is, the citizen soldiers who lead our nation’s vital reserve component wait months and years for promotions that they have earned and have worked diligently and bravely for, often at the cost of their families and civilian employers.

Sir/Ma’am, I am bringing this issue to your attention today because I believe that many in Congress are not aware of the lengthy and demoralizing process within which we subject our Army National Guard officers in order to excel and move forward in leadership positions. As the process stands now, Army NG Officers must serve their minimum time in grade prior to submitting an application packet for promotion. Once a packet is initially submitted to an officer’s unit, the unit must then submit the packet to the State National Guard Bureau. After a matter of weeks or months dependent upon the State, the Officer is then issued promotion orders from the State, however, these orders have no official bearing on that soldier’s rank or pay. Following State promotion, the officer’s promotion packet is then sent up to the federal level for the federal recognition process. Their packet then waits for several weeks or months to become assigned to a “scroll” or group, which then moves through several different federal offices together, such as the Judge Advocate General, the Director of Military Personnel Management, the Assistant Secretary of Army, Manning, & Resources, and the Secretary of Defense, to name a few, all the while awaiting promotion approval and the issuance of promotion orders.

As this process is continuing, sir/ma’am, the leaders of the Army National Guard are often serving in leadership positions higher than their current rank, missing wages for months and years from the higher rank that they are waiting to promote to, and jeopardizing their future career trajectory as their time in grade for promotion to the next rank does begin until federal promotion orders are issued.

Although this process, for myself, is frustrating and defeating, I by no means am experiencing the worst of the effects. I know colleagues who are deploying while awaiting promotion, and are serving our country in harm’s way while the bureaucracy and red tape of this process are negatively impacting the pay that these soldiers are able to send home to their families. Officers who have served proudly in the National Guard for decades are having to retire at lower ranks because they are not able to promote in time, even though they were eligible for promotion months and years prior to their retirement date.

Sir/ma’am, this list could go on and on. And, respectfully, I am writing you today because it is my firm belief that Congress is not aware of how broken this process is, or else champions of the military such as yourself would surely be on the Hill advocating on our behalf. Thank you for your service in Congress and for your efforts on behalf of everyone in our state. If you have any questions or if I can be of any assistance in shining light onto this vital matter, please do not hesitate to let me know.

I was in touch with my Senator's office again yesterday, it sounds like there is a push on the legislative side to try to make things right. Here's what they had to say:

"Long story short, our office and several others have been briefed on what caused the backlog (manpower and software issues) and DoD has purposed changes to improve the system as a whole. We’re currently working with other members in the Senate to introduce legislation that would allow for guard/reserve officers to backdate their effective promotion time and possibly authorizing back pay as well. I’ll be able to provide a more formal update once the legislation has been introduced, but our office is still tracking this concern closely."

CPT (Join to see) - NOt necessarily. NGAUS posted an article about this a few days ago. Essentially, if you were federally recognized BEFORE the President signs the law, you are $#!* out of luck.
We need to continue to pester our representatives that this is not the fix we want. We want them to include those of us who have lost Time in Grade waiting for the system to be repaired.

Download and keep your original state orders as well. My state has already published an amendment to my state orders changing my State orders to match Fed Rec.

CPT (Join to see) - This is good for the people that are on the scrolls when the law passes, but it will not affect those of us who have recently been promoted.

"The pay would not be retroactive for officers already federally recognized when the law is signed."

I really hope this gets updated.

Good News! I spoke with an Officer in the HR Office of NGB just 2 days ago and she personally notified me that P-10, P-11, and P-12 are currently at ASST SEC of ARMY, MANNING & RESOURCES. From this point forward she stated that her office will no longer have visibility on the packets, until signed by by the SEC. of ARMY. However, at this point, it has been taking 60 days or less to be signed by the SEC. of ARMY with Orders published. Additionally, she advised me not to even bother looking at the G-1 website counter as it is notoriously inaccurate and rarely manually updated by the offices that the packets are sent through. She encouraged me to spread the word about this process and let people know that the entire process is being worked on for greater efficiency and that they are working to find a more effective way to manage and update the G-1 pace counter, but, for now don't even look at it because it will only frustrate all of us even more. On a final note, we are in the home stretch and she expects P-10 thru 12 to be completed very soon (once P-09 moves out of the SEC of ARMY Office and is published any day now) but didn't want to jinx it by giving me a definite time and date. CPT (Join to see) - Brother, it is published!!!! I was doing my hw in my Camp Arifjan office at 1:30am and saw an iperm update email. Totally forgetting why I would have anything updated on iperm, I decided to come here just in case it was for the promotion! I am very happy that our DOR has been backdated to APR which means we are entitled for backpay as well!
