Are there other ways for active duty officers to become a physical therapist other than the Army-Baylor DPT program?

If the long-term schooling message doesn't indicate any "school of choice" option, you are very limited. There's no other mechanism that I'm aware of to attend a DPT program on a FT basis while on AD. You may be able to find some PT programs that you can fit around your AD schedule (using tuition assistance or paying out of pocket), but I suspect those options are limited given the nature of DPT programs and the hands-on clinical requirements.
