When I was a kid, a girl and I found an artillery round buried in a field. Not knowing any better, we took it home to show our parents. It was unexploded and the fire department was called. Eventually it was disarmed and given back to the girl as a memento. We were taught never to touch that kind of thing again! We had stumbled on an old WWII artillery range.

They found German WWII mortars near the PX at Lee Barracks in Mainz in 1982-3 and had to call EOD in to dig them up and dispose of them.

The article reminds you IF YOU SEE SOMETHING SUSPICIOUS DO NOT TOUCH IT and then CALL SOMEONE (police, fire service or military authorities) AND TELL THEM. I learned when I went through bomb investigation school if you see a suspicious article/bomb don't touch it. You are ONLY paid to investigate the bomb NOT make it safe. Words to repeat and live by. It did not hurt me one bit.
