Unfortunately there is a very active network for migrants (all 100 of these children were migrants) to buy stolen identities when they enter this country. All it takes is about $1,300 and you can buy a fake identity (Passport, Driver's license, SSN Card and Birth Certificate).
The cost of getting fraudulent documents that pass an employment requirement? A LOT cheaper than $1,300.
