I want to ask PO1 William "Chip" Nagel and others here, hasn't this been going on all along since the beginning of the Cold War? Russian ships or ships made to look like Russian trawlers hanging outside are 12 mile limit eavesdropping on us? I know there consulates that were closed on the west coast had The High Ground and they could Overlook Navy shipping movements. To me, this seems like the same old same old. What do you think?

You're correct, it was pretty common to see Soviet 'trawlers' in the Atlantic and Pacific monitoring the US. Probably still do to a lesser extent, but lots of that is done by satellites these days. What's new is for the Chineese to be doing it.
