Yep, and no surprise here at all. There are others who are complicit in other matters. In this situation, at least 3 senior members of his administration warned him to not take this action. He never really listens to their input given that he is a "stable genius" who feels "entitled" to do whatever he wants. In the end his severe character deficits are self-destructive despite that "perfect call".

He can do anything he wants he is our Commander and Chief. The order didn't have anything to do with a Quid Pro Quo and sometimes aid to foreign countries are held up for many different reasons

SFC Thomas Foreman - I understand that there are boundaries and he has them too. To delay any aid whether it be military or humanitarian is in his wheel house and he can do that whenever he wants to. His aides, cabinet members and staff may not like it, may call him on it and not recommend such a move, but he can do this.
