This was in 1965, John Ames claims to have been in the Army for 4 months where afterward he received an Honorable Discharge on the grounds of having Family Obligations. In 2004 a Veteran Cemetery says they will bury him, in 2017 they deny him.

I can't say I have a clear idea about the rules regarding this rather unique situation, but I think it speaks more to this person's psychology than if the rules are just.
The guy served less time in uniform than I spend sitting outside the dressing room at the department store waiting for my wife to try on clothes, yet it appears vitally important to him that his "veteran status" be acknowledged. Fine. You're a veteran, barely by ANY definition, but a veteran...apparently. You were in uniform, which many in this country cannot say, and got out according to the rules of the time...apparently.
If the rules allow it, be buried where you wish.
Still--and I'd be happy to be wrong on this--I wouldn't be surprised if he wasn't one of those "super patriots" over-compensating for the fact that he was just barely in uniform and didn't do what others did. I've certainly seen it before. I have a friend like that who "was going to join the Marines" (who knows) but couldn't because he hyper-extended his knee (that is true...when he was 20) before he could enlist, now he's the Great Patriot Guy, 'Merica!!, and "Mr. Marines". I don't needle him too much about the fact he is decidedly NOT a Marine by ANY definition, because deep down it bothers him.

A direct interpretation likely says "no". But like anything else, there isn't a black/white narrative in this or many other cases because it would take up 15 pages, not 1-2. BTW, the excuse that the authority approved (possibly made a mistake) as a reason to get something is erroneous. So we compound the mistake by making another mistake? Life or law doesn't work that way.
A more obvious thing using this "logic" would be, I served 5 years and got put out on an Admin. But I would have done 20 but for that Admin, so they owe me retirement, right?

SPC (Join to see) John Ames is not eligible according to the rules. The Veteran Cemetery made a mistake initially for some reason, and is now trying to correct their mistake.

To be honest I was surprised they said yes the first time around with only four months in. Not to bad talk the guys service but that's basically training.
