In March Mr. Putin said that Russia would begin pulling out of Syria, however signals are that Russia plans on continuing to support the Assad regime. Russia did send half of the fighter jets it had in Syria back to Russia but they doubled the number of attack helicopters they have there and are deploying additional units under different guises. Many take this to be evidence of continued operations in Syria. In a statement from Russia's defense ministry posted on its website, the newly deployed Russian forces will conduct "humanitarian mine clearance" in Palmyra. It appears Russia is remaining poised to support the Assad regime.

From my understanding they were going to leave an Naval Fleet for Aircraft! They said they would still be good Missions by Air!

CPT (Join to see) It is all part of Russia's disinformation campaign to say they are leaving, when they are not. This is what Russia does . . . lie, obfuscate, fabricate, as part of its overall war strategies. This became an art form in the USSR, and the KGB especially.
The Russians see practicing "information warfare" as a vitally important part of their war making, foreign policy, and espionage FSB activities. Putin sees himself as some kind of Chess Master feinting here, advancing here, always keeping your opponents off -balance. This is also a core concept to Judo, in which he holds a black belt in.
Russia is doing what it does best these days, leveraging a weak hand into a strong hand, when faced with a vacillating opponent (Obama), who has no clear strategy of what he is willing to do in Syria, who is very reluctant to use Hard Power against the Russians to increase their costs in their cost/benefit analysis of their ME Moves. His only objective seems to be, his immediate Objective before he leaves office next January, is at all costs, avoid the US getting further entangled in the mess that is the Middle East today. A short term objective not a strategy, which is why most FP experts have criticized Obama as not having a strategy, especially in light of the recent Jeffrey Goldberg's Article with Obama in the Atlantic, where Obama, IMHO shows he really does has not Doctrine or comprehensive Foreign Policy when it comes to the Middle East.
His ME FP might be described as something along the lines of "Don't be as stupid as my predecessor and get us into a major ground war/commitment of American troops and Treasure that will go on for years!" A kind of slogan FP policy along the lines of "Its the Economy Stupid" only applied to our Foreign Policy as it relates to the Chaos in the ME and what the US role and involvement should be vis-a-vis the Chaos, now unfolding on Syria.
Obama is not even willing to supply the US friendly Anti-Assad Militias with MANPAD Surface to Air Stinger-type Anti Aircraft Missiles to drive up the costs on the Russians for their use of Attack helicopters against US friendly Militias fighting the Assad regime. They don't have to be US Made, we could provide MANPADS (from any number of countries that make them these days) and the training through the CIA, which is already supplying certain rebel groups with sophisticated Anti-tank Weapons TOW (Guided by wire) Missiles. There is a great video on U-tube showing the destruction of a Russian Attack helicopter, being destroyed on the ground by a TOW Missile somewhere close to Turkey, by Turkmen Rebels.
