Except for under national state of emergency/natural disaster it’s actually a mission of the VA and they will care for civilians.

Not a believable response.
A test isn't medical care, but it does provide them the ability to be able to claim they aren't aware of how many employees have COVID19, who may have exposed Veterans to the virus, or whe may have been exposed at work. No need to help create data that may hurt the VA in any litigation from Veterans being exposed at a VHA facility.

According to a nurse in the article, "If you stuck yourself with a needle, you'd go down to employee health and they would check you for Hepatitis C, and other things, but if you've been exposed to a COVID-positive patient, they advise you to go home, talk to your primary care physician, have them order a COVID test, if you can get one, and then have them run it," the nurse added.
