How could 2 ordinary Brit's get in to something like that in their normal daily travels? I hope the British police can figure that out.

SGT (Join to see) Short version: Russia poisoned someone it thought was a spy using a nerve agent that was on some kind of object. This isn't an instantly noticeable agent - so it takes some time to get into someone's system and then kill them. The target of the attack handled something that had nerve agent on it. Then, unknowing that they had been attacked, they just threw that object away. The collateral damage is the people who are victims now.

Interesting questions sir. I scanned through Article V and didn’t see any specific triggers that would automatically enact retribution. I imagine it is a subjective standard that will depend on the people sitting on council at the time. I would hope they take into consideration not only kills committed, but also proof the subject country is the actual offender… if not the power could be used politically against enemies in a way it wasn’t intended.
