No veto should be absolute. A method of override should be present.

I propose that if the rest of the security council, permanent and rotating members alike, reach consensus, they override your veto. With close ties between US, UK, and France, and strategic and geopolitical ties between Russia and China, this would still be rare. Not to mention whoever might be a rotating member at the time. I would even go so far as allowing Consensus minus -2 (Veto nation and one other). But no further. Because overriding vetoes SHOULD BE hard. But not impossible.

But if even your closest allies think you done F'ed up, then you face the music.
