I fully support drug testing for anyone that receives money or benefits from the Federal Government. But, it should start at the top and work its way down. Once we've achieved mandated testing for all Federally elected officials, their staffs, etc, we can start worrying about people on welfare.
People actually RUNNING things for the government have a much greater impact on the daily lives of everyone in the country than those at the bottom receiving welfare - so, it only makes sense that those people with responsibilities in the government be the first to take drug tests.

They have tried this in a few states - and it showed that hardly anyone on assistance is an active drug user.

Drug testing welfare recipients is great in theory, but there are two issues...
1. Expense of testing will add to welfare budget. Unless there is a score of users caught, it may add to costs.
2. Some politicians who proposed testing have ties to companies who would be contractors. Three words: conflict of interest.
