I read the article, and I will say the author is honest in his conjecture. He includes lots of "if", "in the even of", and "imply" kinds of qualifiers. The subtitle is laughable, and the editors of the Atlantic should have pulled it. As if we haven't been experiencing a culture war for a decade...Trump will "incite" one. Horrifying indeed. The trenches of WWI were horrifying. The Holocaust was horrifying. Trump's response to Wuhan Coronavirus? Debatable.
