Damn. He won’t even negotiate with his own party on an all GOP deal to reopen the government. Safe to say, we’re a long way from seeing this problem resolved.

I honestly don't think he realizes that his goal of shutting down the government as a method of demanding funding, or using a national emergency to gain funding, is unconstitutional. Congress controls the power of the purse. If you can't broker a deal, you can't get your funding. That's it. But he's going to keep us shut down, and keep making this demand. It's either going to result in a never-ending shutdown which makes us less safe and destroys lives, or it's going to result in a Constitutional crisis and a precedent that he and his party are not going to like very much in the coming years. There is no good outcome here. The man needs to give it up.

I like this BS that the Gov should open up and stop the closure for 3 weeks and let the REP and DEM debate this issue of the budget. !!!! Did you know the Congress was required to pass the budget so it could be implemented on 1 OCT which is the start of the Federal Fiscal Year!?!?!?!??!?!? What idiot thinks three more weeks and everything could be solved? They had had since OCT 2017 to work this budget. 15 months to work on a 12 month budget...and they are currently not in Wash DC to do their job. I never see much talk about that.

Capt Gregory Prickett - I have presented the small portion of the US budget for Dept of Energy Security. It was $81m. I had to go through a review by OMB, and then it was presented by OMB by the first TUE of FEB as the President's budget. Congress is supposed to use it to complete by 1 Oct. We have a Fiscal Year. I honestly do not know who made that. Could be an E.O. long ago, could and should have been a Congressional Law signed by POTUS. I know we were doing this when I was involved 2006-08. Has there been a change? I know a lot of people worked to make the FEB date.

SSgt GG-15 RET Jim Lint - Sure, the Executive Branch follows the JTR, at least within DOD. But the JTR is not applicable to the non-uniformed services. The other executive departments don't have to follow the JTR unless their department adopts them (which none have, as far as I know).
The President cannot tell Congress what they have to do via an Executive Order. He's not a king or a monarch.
But as far as your original statement, Congress is not "required" to pass the budget so that it could be implemented by October 1st.
