Not only the tropical forest, but the Navy wants 3 to 5 miles of the ocean facing the range, Navy claims they need the ocean for it to be a safe zone. If you're a fisherman, that means you have to do your fishing in the deep blue ocean 3 to 5 miles out.
What the fishermen are saying is, "Why do I have to fish for a fish that can eat me and my boat?" And, "Why do I have to buy a boat to fish, when I can just stand on the reef and fish?"
Note: The Navy already owns 2/3rds of the island already, mostly just jungle and doing nothing with it, but they say they need it for national security. And what, to grow jungle or blow it all to hell, what the people are saying is, To give it back the land to it's rightful owners, which were forced to hand over their property to the Federal Government.

For those that are wondering about the "Fadang tree", it's a palm tree that has round seeds that are dried and grind up to make flour and making a flat bread.
In the picture, if only the scientist knew what they were doing looking at the tree saying the tree is dying of insects. All the scientist have to do is ask the Chamorro people about the tree, even I can tell them why that tree is dying after collecting the seeds with my grandfather for years in the 60's.
Why? The Fadang tree doesn't grow well or dies in the open areas, it needs the jungle canopy to give it shade, the tree grows very well and healthy in the dark jungle areas, where there's moisture, and not directly in the sun light.
