Troops Involved in Hunt for African Warlord Eligible for War on Terror Medal

So, if I was training battalions in a country that sent their battalions into Congo to capture the war lord, do I get the medal too? if I was retired from the army and providing training to said country under a US contract would I still get the medal? Please say yes because my son already has more ribbons than I do.
