I'd go with crossing the line of professionalism, such as having a relationship with a junior-ranking person below him in his chain.

It can be a myriad of things: Toxic leader, affairs, funds, and talking about the strategic aspects of the military that is beyond his/her pay scale.

Hopefully for violations of traditional military values and not the recent woke stuff. Sergeants Major are normally better than that, but I could see one crossing the new standards.
