Read the article. I don't understand why the Navy can't do the same thing out on the open ocean if you're just trying to test the electromagnetic spectrum and don't want to interfere with population centers.

Then you have to worry about the Chinese or Russian Ship 500 meters off your stern, that you can do nothing about. The Great lakes are National waters of the US and Canada and that makes it hard for unfriendly ships loaded to electronics
