These only seem like 'improvements' if you want to get closer to a popular vote count. If you understand the original concepts of federalism, moving away from the States picking the President is seen at the danger it will eventually become.
Consider the State that divided its electoral votes - Maine. This dramatically reduced the average impact of each citizen (if such a thing can be measured) as it ultimately resulted in the State cancelling out a half of it's own electoral votes by voting against itself. Maine should have been able to provide 4 electoral votes on behalf of the citizen's of that State. Ultimately they only contributed 2, as one Hillary vote was cancelled by one Trump vote.
And nothing gets to me more than claiming Hillary won the popular vote. There was no popular vote taken, so how can anyone 'win' it? Many Republicans sat out in Blue States because they knew their vote wouldn't matter and there were few or no good candidates on the down-ticket. Same probably happened in Red States with some Blue voters.

Very good article. I thought is was Dec 16th they voted, not Jan 6th. Or is Jan 6th when congress reads off who the EC voted.
