Offered IMHO only:
although this list is a fantastic list, the choice of "best" is arguably a subjective interpretation. I would make some changes, but then again, I also prefer the less travelled route, fewer people and low light pollution.

What they didn't mention about Giant Springs Park in Montana is that it is also home to the shortest river in the world, the Roe River. It flows about 15 feet before it dumps into the Missouri River.

I believe the impetus for state parks was Theodore Roosevelt.
