Stripped to its essence, going from "No future and likely to be murdered" to "No future and likely never to have one" doesn't actually seem like a really great improvement - once you get used to the fact that you aren't likely to be murdered.

The problem isn't so much the number of refugees as it is that the concentration of refugees is more than the local economy can absorb.
Spread evenly the number of refugees works out to (roughly) 1 refugee per 4,000 people. A town of 16,000 would have no problem absorbing a family of four refugees (and the adverse "cultural impact" of the refugees would be reduced at the same time as the impetus to integrate was increased).
