CW5 Jack Cardwell No I Don't Think So, Divergent Agendas Now Days. Cuba has a Lot to Lose, Russia Loves throwing a Monkey Wrench in things. Maybe a Third Party that I haven't thought of but the technology and or methodology screams Russia.
