A couple of things I'm hoping I can get a coherent and logic answer to...
First, if this administration is worried about a "deep state"...whatever they are scared of, was this fear and were these "operatives" present during the Reagan administration, both Bush administrations or for that matter, the Clinton administration? According to Spicer, “I think there’s no question when you have eight years of one party in office that there are people who stay in government who are affiliated with, joined and continue to espouse the agenda of the previous administration,” he said. “So I don't think it should come as any surprise that there are people that burrowed into government during the eight years of the last administration and, you know, may have believed that agenda and want to continue to seek it." The above all had 2 terms as president, so were there always "deep state"...whatevers or does that term only apply to the past president's administration?
Lastly, Trump kept many staffers from the Obama administration because he himself didn't have any qualified people to fill or replace the positions that were and are still vacant. So, if this "deep state"...whatever, why did he keep any of these people? Why was he caught so flat-footed that he needed and still needs to keep these people?

This Administration is worried about the Fact, BHO and Valery Jarred have Moved back into DC and Have set up and are starting to run Anti-Trump Operation designed on creating the Downfall of the Trump Administration as soon as Possible.
In any other country they would Have Been arrested or shut down for antigovernment conspiracies...
BHO is organizing his Minions and they are going to work with the Congress Critters and the seriously Anti American Factions to fight and do all they can to finally finish the BHO Dream Of Fundamentally Transforming America... But to this Day he has Not lauded Exactly what he wants to Transform America into... other than a Non Christian Nation and safe Heaven for Illegal Immigrants, Progressives , Socialists , communists and Anti Cristian Muslims...

The only difference is they have never been called this before. Just a new name. Yes they burrow onto the government. This happened with Reagan. But he was able to get rid of many. Laws have changed since then. And yes every president with new ideas scares the hell out of them. Especially one who is downsizing government.

The fact that government was reduced by 15%. Many left over from Carter where shoved into closets and taken out of the loop. It happens all of the time. Not just with President's. Yes Reagan was liked by slot of Democrats. But this was also before blogs and fake news. If All Gore had not invented the internet we would not be where we are. Lol. Joking on that last comment.

Next, as a starting point of understanding the issue, we (military service members, collectively) need to examine the US Department of Veterans Affairs, it is a microcosm that can lead us to a better understanding of the macrocosm of the US Government.
I would highly recommend obtaining and reading (READING) the following publication -

SSG Michael Hartsfield - I did, you are just too blind to see the information. That is one of the reasons that I used the VA as an example to make it a little bit simpler.
The VA has had problems with its bureaucracy from its very beginning in 1930, bureaucracy issue within the government was one of the reasons that it was established to begin with. Every President since Herbert Hoover has been trying to fix those problems in one form or another.

SSG Robert Webster - On the contrary, your citing a politically charged and obviously slanted book and cited the VA as an "example" has as little to do with answering the "deep state" question as my trick knee aching being an explanation as to why it's raining. If you don't know, there's no shame in saying you don't. If all you have is an opinion that does nothing but quantifies your own beliefs about a party you don't like, then you aren't, nor I fear, wish to be a part of the solution but a furtherance of the problem
