I think this is a great pilot program! While the focus of the headline is on the healthier alternatives available, it doesn't play up the pilot program that's implementing it.
I went back to the top to add this comment - I must have had my head in the sand as apparently this program was initiated at the beginning 2019 and has expanded past the pilot location to other bases. I didn't realize this (article doesn't mention it) until I looked elsewhere about the implementation*.
In the Army pilot program, Soldiers chose from what's available in "kiosks and outposts" that are located across the installation that are convenient to soldiers (DFAC personnel order the food from the commissary using a pre-approve master list). Soldiers can pay with MEAL CARD or other forms of payment (cash right now).
I can't tell you the number of times I would see or hear that SPC Snuffy skipped lunch at the DFAC because it was just too inconvenient for him to get across post and back in a timely manner, didn't like the food options, or some other reason and would instead get something at the shoppette, the fast food restaurant at the food court, etc.
I especially like the non-traditional location ideas that DECA is using on the locations (in barracks or centralized to the barracks complex, next to the gym, etc. and not just placing it in the food court (although that is still a good location).
