The 'fired at the thief in the fleeing vehicle' would likely get you arrested as a regular citizen. Which, brings up a great talking point.
Who hasn't personally check the laws in their state with regard to:
1. Use of lethal force on an intruder in your home.
2. Use of lethal force on an intruder on your property outside of the home stealing property.
3. Use of lethal force in public.
4. Whether you have a duty to inform a law enforcement officer making contact with you that you are armed when carrying concealed (CC), and when (circumstances) .
5. Same as 1, 2, and 3, but in states you travel to and CC.
6. Same as 4, but in other states that you travel to and CC.
Bonus: "Justifiable" versus "excusable."
My reasoning is some states waive any requirement for a firearms class to obtain a CC permit for Veterans, and some I've spoken to make comments suggesting they don't know these answers, and haven't exercised due diligence.

1. No castle doctrine. Only if imminent threat of death or serious bodily injury. Force can't exceed force necessary to repel attack.
2 Same as 1, with use of force prohibited to defend property.
3. Same as 1, with duty to retreat and announce withdrawal if you were immediately a prior mutual combatant.
4. Only if asked. (Although I notify on contact.)
