Do you think we need a new episode of Schoolhouse Rock to explain Executive Orders? As I participate in discussions here on RP and other weblogs, I constantly run into people who are confused about the role of the President and how Executive Orders are employed to administer government. Remember those who cheered President Obama when he declared "I have a pen and a phone", meaning that he could exercise powers reserved for the Legislative Branch if those people wouldn't pass bills that he wanted?
