Internet is used as a form of "electronic warfare" in obnoxious ways aiming to "shape opinions" - which is not the type spoken of in the article. Even so internet electronic warfare is "weaponized" in a a variety of ways, often on an individual basis, the misuse of which which causes peripheral damage to children by children because of adults.

Internet is a medium. You are talking more about disinformation and propaganda campaigns.
Electronic warfare involves a lot more. Article talks about signal jamming which can adversely affect communications, navigation and other aspects of society.
