"I know it will be challenged." Because she can't just say "I know it is illegal AF." But she does know it is illegal, and she doesn't care.

I am not a New Mexican, but they need to go ahead and impeach. Today. I don't care that it is the weekend.

She better watch her knittin' (as grandma used to say). She may have bitten off more than she can chew trying to make a point.
However she is a lawyer, so not naive about the law. Perhaps if there is not a federal directive about the use of a "public health order" in an "emergency", there should be!
However, the problems are neither new nor sudden in NM.
