While the 14 point standards of ethical conduct do not specifically prohibit releasing unofficial photographs, getting paid for such photographs may. The standards of ethical conduct for our Volunteer Fire Department specifically forbid us from taking photographs or acting as tipsters to news media while we are in a run. Not because we are hiding anything; we have a department photographer. We don't need some dumbass, in firefighting gear taking photos while we are fighting a fire or taking care of trauma victims.

IF Mr. Edelman released photographs to the media, that he took while he was supposed to be working for the Federal government and got paid for them, he probably violated the Federal Employee standards of Conduct, but there is not enough detail to tell that for certain.

A lot of unknowns here, but I'll defer to the local "legal beagles".

I must have missed the criminal investigation of Obama cutting an improper deal with Canadian PM Trudeau. Oh wait, that is because it never happened. I am no fan of Trump but even I see when he is being targeted by media with an incredibly ridiculous bias.
