Interesting article.
I don't really see this working beyond the primaries though. Once the primaries are done, it's a binary choice every time, so it really wouldn't work well for something like a Presidential election.
I think it would be outstanding in local races with multiple candidates, or even state races with the same situation for candidates, where messaging would play a lot more into deciding who is going to get my vote.
I also agree with the final statement, that voter turnout has to be higher. You just can't get a good candidate elected with only 12-15% turnout. Complacency kills in life and politics.
