Why not run trials --- the worst that could happen is that it doesn't work. The misguided war on drugs has been an abysmal failure.

Okay PO1 Tony Holland as an ORSA and a veteran I know better than to trust a poll like this. I know way too much about marijuana to ever support encouraging anybody to smoke it in any form.
If they can extract the chemicals from cannabis so that it can be capsulized without causing a "high": then it might make sense.
