Officials: Army to put civilian in charge of criminal probes

The Army plans to put a civilian in charge of the command that conducts criminal investigations, a response to widespread criticism the unit is understaffed, overwhelmed and filled with inexperienced investigators, officials familiar with the decision told The Associated Press.
The decision, expected to be announced Thursday, reflects recommendations made by an independent commission in the wake of violent crimes and murders at Fort Hood, Texas, including the death of Vanessa Guillén, whose remains were found about two months after she was killed.
According to officials, the Army Criminal Investigation Command, or CID, will be separated from the Provost Marshall General’s office, and instead of being run by a general officer it will be overseen by a yet-to-be-named civilian director. The move is designed to improve the capabilities of the command and address the findings of the Fort Hood commission.

For some people "concerned" about this- the Navy has been doing it for almost 29 years now:
"In 1992, the NCIS mission was again clarified and became a mostly civilian agency. Roy D. Nedrow, a former United States Secret Service (USSS) executive, was appointed as the first civilian director and the name changed from Naval Investigative Service to Naval Criminal Investigative Service. Nedrow oversaw the restructuring of NCIS into a Federal law enforcement agency with 14 field offices controlling field operations in 140 locations worldwide. In 1995, NCIS introduced the Cold Case Homicide Unit, the first dedicated federal-level cold case homicide unit. The unit has resolved 61 cases since 1995."
Also Ft Hood's CID has long had a list of issues: "Fort Hood's Criminal Investigation Division (CID) was criticized for its inexperienced agents, poor command structure and leadership, incomplete investigations and lack of relationships with local law enforcement."

That would be almost like putting Civilian in charge of a Police Officer's Review Board. If you have never did it before, your views may be totally different. Makes you go hmmmmm!!
