As a sitting president, he either 1) had someone write the article for him or 2) wasn't doing his job. Once he leaves office, as a former president, I think it's a great idea to use his experience to contribute to various academic publications. (Pol Sci, Soc Sci, Law, etc) This is just more fluff to distract from his flops.

Yes. Do you have any experience with academic writing for publication? It is an intense, time consuming effort that cannot be accomplished during a long weekend at Camp David.
