Nope especially when you consider the DoD and Congressional representatives had plenty of opportunities to remove the sequester. All we ever hear year after year is "we need to spend more on defense" even though we spend more than anyone else. All those cuts in personnel, benefits, non-defense weapons programs and they still didn't know how to balance the books. I've sat in my share of budget meetings and listened to staffers explain why they spent a full year's allocation of funds in 2-1/2 quarters and how they need more funding to get through the fiscal year. The military hasn't been fiscally responsible in a very long time nor have they been recently good at force projection.

I remember going out to the range in September to burn off a lot of rounds because if we didn't use them we'd would get less next year. You'll never guess what we were doing the following September...

Well, two of the words in the sentence are correct. I'm not certain of the term control when it comes to spending though.
