This is a lot of smoke, no fire.
Yes, he asked the State Department. He did it while his dad was not in the government, he did it as a private citizen / businessman. The State Department appears to have told him that they could not help him, and he would need to go through the proper channels, just like everyone else.
From what I can see, there is no "there" there.
