Regardless of the process, there needs to be an open slot to fill. Maybe if they started forcing retirement on those service members in uniform for 30+ years, it would open up slots to be filled.

I hope it changes the point scale I'm sitting on 618 pt and still can't get SSG. But someone with half the time I been it get picked for SSG @ 19ts

funny, sounds kinda like how the Army National Guard does it now.
